About our Agency
The Penobscot County Sheriff’s Office is located at 85 Hammond Street in Bangor, Maine at the county complex which is the home of the County Commissioners Office and other county functions. The agency consists of the divisions of corrections, patrol, court security, civil, and detective. There are 108 full time employees at the sheriff’s office with 2/3 belonging to the corrections division. In the patrol and investigative divisions there are 30 full law enforcement officers and fifteen reserves; the reserves are primarily in the community policing programs. Approximately 160 full time, part time and reserve officers are associated with the department.
Effective March 28, 2016, the Penobscot County Jail will move to an Automated Information System (AIS) managed by SECURUS Tech. The new telephone number will be (207) 922-3898. This number will be used by the public/friends/family to obtain information concerning individuals in the inmate population. For instance, questions concerning, criminal charges, bail issues, and projected release dates may be answered using this system.
The normal business hours are from 8:00 a.m. until 5:00 p.m. EST Monday through Friday. Both the patrol and the corrections division are supervised by a sergeant and citizens that need to speak to a supervisor anytime may ask to speak to the on duty supervisor by calling the below numbers. The agency has a OD which is the officer of the day and the OD is of rank of Lieutenant or above and that individual is always available through Regional Dispatch when the need is determined.

Complaints about service
An individual wishing to file a complaint about the agency may do so by phone to the on duty supervisor who will attempt to remedy the complaint. If the matter is unresolved and of an emergency nature you may request that the supervisors contact the OD. All other complaints may be called into the agency during regular business hours or sent by mail to in care of the sheriff. If the allegation is of a serious nature you may be required to submit a written and signed statement. The sheriff welcomes the opportunity to address problems or to explain why his officers have had to take a specific course of action so no individual should be apprehensive about contacting the agency. We operate under a community policing philosophy.

The Penobscot County Sheriff’s Office has zero tolerance toward all forms of sexual misconduct or sexual harassment in its facilities.
All allegations of sexual misconduct or sexual harassment will be referred for investigation unless the allegation does not involve potentially criminal behavior.
In accordance with the United States Prison Rape Elimination Act of 2003 (PREA), 42 U.S.C. Sections 15601 et seq., and 17-A M.R.S.A Sections 253, 255-A, 260, and 760, it is the policy of the Penobscot County Sheriff’s Office to prohibit staff, which includes employees and persons providing services by agreement with or under contract with the Sheriff’s Office, and volunteers from engaging in sexual misconduct with a client or sexual harassment of a client.
It is also the policy of the Penobscot County Sheriff’s Office to require the reporting of any sexual misconduct or sexual harassment or suspicion of either. Any staff or volunteer who engages in or threatens to engage in, fails to report, or otherwise fails to take appropriate steps in response to sexual misconduct with a client or sexual harassment of a client is subject to appropriate action, up to possible criminal prosecution.
It is also the policy of the Penobscot County Sheriff’s Office to prohibit any inmate or
resident from engaging in sexual misconduct with another inmate or resident.
Any inmate or resident who engages in sexual misconduct with another inmate or resident is subject to disciplinary action and may be subject to criminal prosecution.
Any staff or volunteer who fails to report, or otherwise fails to take appropriate steps in response to sexual misconduct between inmates or residents, is subject to appropriate action, up to possible criminal prosecution.
